Sylvia Burwell of the Department of Health and Human Services argues that the Affordable Care Act has been successful. According to Burwell, the three main measures by which the ACA should be evaluated are access, affordability, and quality. Burwell argues that the law has been a success in all three areas. Families, she says, are more secure in their health, they can save more, and they are overall better off under the ACA. For example, individuals can no longer be denied coverage due to preexisting conditions. According to Burwell, the most important outcome is that the law has reduced the number of uninsured people by 10.3 million. That, she says, represents historic progress.
