Is Medicare an earned benefit or a handout?

Rituparna Basu of the Ayn Rand Institute examines the financial predicament of the federal government's Medicare program and asks what we ought to do in response. According to Basu, a key belief propping up the program is the notion that Americans have earned a right to their Medicare benefit. To the contrary, she argues that Medicare is in fact a welfare entitlement program that merely has been disguised to appear as more sustainable and more financially viable than it really is. Basu advocates that to fix this and other problems with the program, Medicare ought to be gradually phased out and ultimately abolished.
